Xavier comes across as a klutz because he misses deadlines or his delivery crew had to detour because of a immigration checkpoint. He installed most of our stuff, but left many items incomplete. i.e. Cubicles without electrical.
I tend to doubt the bumbling idiot persona. He is a crook plain and simple.
