not honest at all and refuse to give small refunds

Bank card usa owes me $289.45 and gives me the royal run-around when I try to ask for the refund. My whole ordeal is too long to list here but the jist is they continued debiting my savings account for their monthly fee for a year and a half after I cancelled
my merchant card charging account. They are dishonest and when called on it, they will not even offer a refund.
